Two Republicans and one independent were the only holdouts Wednesday as the U.S. House of Representatives passed theStopping Bad Robocalls Actby a most whole vote .
Emergency services and certain non - commercial-grade entities would be exempt from the new regulations , which would be enforced by the Federal Communications Commission .
If passed , the law would also proscribe phone companies from passing on the cost of robocall enforcement to consumer in the kind of personal line of credit - point bearing .

In a joint statement , Pallone and Rep. Greg Walden , Energy and Commerce ’s ranking appendage , and Congressmen Mike Doyle and Bob Latta — the chairman and ranking member of the Communications and Technology Subcommittee , respectively — said that Wednesday ’s vote was aimed at “ [ restore ] Americans ’ self-assurance in the phone scheme and put consumers back in charge of their phones . ”
“ We ’re lofty of the strong support our bipartizan Stopping Bad Robocalls Act receive this good afternoon and depend forward to work with our colleagues in the Senate to produce a broadside that the President can sign into law of nature . The American multitude are count on us to help end the robocall epidemic , and we will deliver for them , ” the bipartisan grouping say .
As Gizmodo previouslyreported , the Stopping Bad Robocalls Act was fortify through several recent amendments . One of them , offered by Congressmen A. Donald McEachin and Pete Olsen , ask the FCC to relegate evidence of robocall violations to the Justice Department for criminal pursuance . It further requires the FCC to make those referrals available for public inspection .
GOP Representatives Andy Biggs and Thomas Massie , as well as Rep. Justin Amash , whoquit the Republican partyearlier this month , voted against the vizor . The lawmakers could not be right away reached for scuttlebutt .
The peak will now proceed to the Senate where it has not face any sign of opposition so far .
